EDUCATION AND ENRICHMENT SECTION
National Council on Family Relations
Article I. Name
The name of this organization shall be the Education and Enrichment Section of the National Council on Family Relations.
Article II. Government
The Constitution of the National Council on Family Relations shall govern the Education and Enrichment Section in all of its practices. The Bylaws of this section shall not conflict with the constitution of the National Council on Family Relations. Every amendment to the Constitution of the NCFR shall become effective and binding on this Section.
Article III. Purposes
The purposes of this section are to:
- unite the members of the NCFR who are concerned with family life education and enrichment.
- improve the teaching of family relationships and the effectiveness of family enrichment events by making specific the competencies needed by family life educators and enrichment facilitators.
- share information on effective methods, materials, programs, and processes.
- help in coordinating educational, research, and practical experiences.
- develop strategies for the evaluation of education and enrichment programs.
- plan and sponsor relevant sessions for the Annual Meetings of the NCFR.
- Promote interchange among members.
Article IV Membership and Finances
Section 1. Eligibility: Any person holding membership in the NCFR shall receive admission to membership in the Education and Enrichment Section on certification of current paid membership in NCFR and upon payment of Education and Enrichment Section dues.
Section 2. Termination of Membership: A member whose dues remain unpaid shall be dropped from membership in accordance with the NCFR policies.
Section 3. Amount of Dues: The Annual dues for NCFR members of all categories shall be determined by the NCFR Board of Directors.
Section 4. Payment of Dues: Dues of all members are payable concurrently with NCFR dues, and are paid to NCFR.
Section 5. Finances: Requests for expenditures shall be referred to the budget committee prior to preparation of the annual budget. The Education and Enrichment Section shall not be responsible for debts except as authorized by the executive committee of the Section. According to NCFR Governance Policies for Board and Sections, requests for reimbursement shall be sent to the controller at the national office within 30 days of incurrence.
Article V. Officers
Section 1. Officers: The officers of this section shall be a chair, a chair-elect, a secretary/treasurer and a student/new professional representative. They shall be elected by the members of the Education and Enrichment Section. Student members shall not be eligible for the offices of chair, chair-elect, or secretary/treasurer.
Section 2. Duties of Officers:
- Chair--The chair shall be the official representative of the Section in the activities of the NCFR. The chair shall preside at all meetings of the Section and the Executive Committee, and shall call special meetings when necessary. The chair shall be an ex- officio member of all committees, except the Nominating Committee, and shall perform all other duties pertaining to the office.
- Chair-Elect--The chair-elect shall-preside at meetings in the absence of the chair, act for the chair in the chair's absence or disability, and perform such other duties as are requested by the chair. The chair-elect shall work with the chair to circulate proposals for the Annual Meeting to reviewers and shall, with the chair, make final recommendations regarding E & E programming at the Annual Meeting.
- Secretary/Treasurer--The secretary/treasurer shall be responsible for keeping minutes of meetings and taking care of all communications, including correspondence and publicity; report on the financial status of the section based on reports from the NCFR staff; and work with the chair to facilitate publication of a newsletter for the section. The secretary/treasurer shall chair the Budget Committee.
- Student/New Professional Representative--The Student/New Professional Representative shall act as a liaison between the section and students/new professionals and act as a member of the Executive Committee.
Section 3. Election of Officers:
- Nominations--The nominating committee shall present a slate of two nominees each for the offices of chair-elect, secretary/treasurer, and student/new professional to the Education and Enrichment Section members biannually (after the even-year meetings) through the NCFR newsletter.
- Election--Voting shall be by ballot and a majority of the votes cast shall be necessary for election. Elections shall be held biannually (even years) by mail through the NCFR office. Each member shall have one vote. Write-in votes may be made.
Section 4. Terms of Office: The terms of office of the chair, chair-elect, secretary/treasurer, and student/new professional representative shall be two years. After completing the office of chair-elect, that person will move to the office of chair. Officers shall assume office at the close of the annual meeting. No person shall serve two consecutive terms in the same office.
Section 5. Vacancies: In the event of a vacancy in any office, the Executive Committee shall appoint a member to fill the office for the unexpired term.
Section 6. Rotation: Any officer who fails to perform his or her duties adequately may be relieved of his or her office by a majority vote of the Executive Committee.
Article VI. Executive Committee Meetings
The Executive Committee shall be composed of the officers of the Education and Enrichment Section. The immediate past chair is ex-officio. Its meetings shall be called at the request of the chair. The Executive Committee has power to act for the membership between annual meetings.
Article VII. Committees
Section 1. Program Committee: The program committee shall include the chair and chair-elect and other committee members as appointed by the chair. This committee shall be responsible for the planning and implementation of the annual meeting program, with consideration given to ideas from Education and Enrichment Section members. In the selection of presentations for the annual meeting, priority shall be given to presentations not being considered for programs at other section meetings.
Section 2. Budget Committee: The budget committee shall include the secretary/treasurer as committee chair and the other Executive Committee members. Other members may be appointed by the chair. The committee shall prepare an annual budget to be presented for approval by Education and Enrichment Section members at the annual business meeting of the section.
Section 3. Nominating Committee: The nominating committee shall be composed of the immediate past chair as committee chair, the immediate past student/new professional representative, and two members elected from the floor at the annual meeting (even years) of the section. The current Student/New Professional representative will serve as a member of the committee if the past S/SN is unavailable. This committee shall prepare the slate of nominees to be voted on by the members through the NCFR office. (**See Bylaws Amendment-November 2007)
Section 4. Other Committees: There shall be such other committees as shall be deemed advisable by the Executive Committee. These special committees shall be appointed by the chair in consultation with the Executive Committee.
Article IX. Rules of Order
The rules contained in Modern Parliamentary Procedure, shall govern this Section in all parliamentary procedure in which they are applicable and in which they are not inconsistent with these bylaws.
Article X. Amendments
Provisions of these Bylaws not governed by the Constitution of the NCFR may be amended by a three-fourths vote of members in attendance at any annual business meeting of the Section.
Amendment #1: A repository of official Education and Enrichment Section actions passed by the membership to guide future decisions will be retained in an appendix to this set of bylaws.

Appendix of Section Actions
At the November 2000 business meeting of the Education and Enrichment Section an amendment to the bylaws was passed requiring that section actions, that would affect future procedures, should be recorded in an appendix to the bylaws.
November 1995 - E & E Section should continue to pay conference plane fare for Student/New Professional Representative.
E & E Section should continue to sponsor $200 presentation scholarships for the 3 best proposals submitted by persons who were students (not new professionals) at the time of submission. Students selected should be first author, selected from proposals submitted to E & E, NCFR student members, and receive the award for one year only. The sections' Student/New Professional Representative is not eligible for a student presentation award.
**November 2007 Amendment - Nominating Committee
- The Nominating Committee will be established in line with the E&E Rules of Organization and is to be convened by the chair of the committee (Past E&E Section Chair).
- The Nominating Committee will call for nominations from the membership through the section listserv. The Nominating Committee may also initiate contact with potential candidates. This list will be reviewed by the committee and a preliminary ballot of two candidates per office will be developed. The committee will verify with these individuals their willingness to be on the ballot.
- This preliminary ballot will be presented at the annual section business meeting. Additional nominations will be solicited at this meeting and considered by the Nominating Committee.
- The Nominating Committee will finalize the ballot and forward it to the E&E Section Chair immediately following the Annual Meeting. Per NCFR procedures, the Section Chair will send the candidate names to the NCFR Headquarters within a week of the annual conference. NCFR Headquarters will contact the candidates for their approval to run and their submission of biography and platform information. The deadline for their returning this information will be stipulated in the message to candidates.
